surveying paralegal practice for the introduction of new regulations
Challenge
For over 10 years, the regulation of paralegals in Ontario has been a contentious issue. When the provincial government recently reopened the matter, our client decided to contribute its own research. With two of Canada's most distinguished legal academics, The Strategic Counsel conducted a comprehensive survey of current paralegal practices and developed options for an acceptable regulatory framework.

Strategy
Our research design was broken into seven modules. Activities included interviews with key stakeholders and experts in the administration of justice; a review of complaints; a half–day moderated session with stakeholders; and separate telephone surveys among paralegals and users of both legal and paralegal services.

Results
Both the research and an extensive report were completed to meet an extremely tight three–month deadline. Findings from the research were presented to The Honourable Peter Cory, head of the task force reviewing the regulation of paralegals in Ontario, as an integral part of our client's proposal to the Government of Ontario.
